So, I decided while the Sector AI does seem to be better, I still do a much better job and don't have to have the oddity of not being able to be in control of how I get resources from the sectors and the SLOOOW pace of planetary improvements in sectors. Would be nice if I could 'ear mark' funds for a specific building/upgrade from empire funds instead of only letting the AI do it from general sector funds, even though I can contribute into those.
